ESA question

I've got a 2015 GS and normally ride with just me on it, recently toured with my wife so had suspension set for two p with panniers. Every so often when starting I noticed the bike lowering and then rising again is this correct, or is there a failure about to occur.

I dont have a WC but i think this is correct as you sit on the bike it drops with the weight, then the esa kicks in and raises the bike to the set position.
