Is there any reason (legal) that I can't mount one riding lamp on my crash bar (the other side to the oil cooler) on my R100GS Paralever..?

I am almost sure that the law says driving or fog lamps have to be in pairs 
I'm with Proff, it'll look odd and the light will be so close to the ground they will create shadows in the road surface. Try a better bulb or fit a HiD kit. I fitted a 55 watt one to Jills 100GS (converted to a 5" round) and wow! what a difference
If you have the square head light you have my simpathies. IMO The only way to improve it is to fit a new one or better still replace the whole front end with a round one.
If you really want to know the legalities of headlight position, pop round to your local MOT station. They'll tell you if you can or can't.

Wear a flourescent Aerostitch

You're lucky not having the rectangular lamp, I've put a 50watt H4 HID from Les Wassall in my Mono, the light produced is good enough to ride by on the road, and bright enough to attract the attention of car and lorry drivers etc. All the switchgear and ballast will fit within the headlamp/speedo housing. Simples!

I'm thinking lighting regs for bikes are vague and rules about heights/which side etc only apply to cars.
As long as your extra light doesn't dazzle I think you're okay.
If it does, you can say it's a daytime safety light, like the annoying stuff new cars seem to have nowadays.

If that's the case pop a pair on the crash bars as you've mentioned. Might be fun getting them to match up with the oil cooler on one side.
I have a pair of small PIAA LED lights which I'll happily pass on to you if you want them. I was given by Bryn, but have never got round to fitting. The only downside 'if you want to call it that' is the light emmited is blue. I should think its quite pale though but I haven't tested them to find out. You could brobably change the bulb as they are the same light I fitted to Jill's old 650. They'd be more than good enough to get you noticed anyway.

Re-square light - On me GSPD = Adventure bike warehouse nr manchester fitted me a ballast and hid setup about 60quidish and stunning is an understatment
With the square light models there is more than enough areas to fit the balast
I would say I am very happy with the upgrade They may sell them and post to you, but as it was fitted free and coffee tooo I thought it worth the 100 mile round trip. I even got a pair of quality gloves from their shop part of the garage/workshop
It may pay to book a time I would recon

If you mean instead of mounting one on each side so they're paired/symmetrical, just say you had one on the other side as well, but it fell off due to the fact that it's an airhead.

Coolish to chilly, no snow where I am yet though, just some icy screens in the mornings. Haven't seen any snow on my travels, but I haven't been any further north recently...
Starting to make inroads on the pile of BMW bike pallets which is this winter's firewood.
Sun's out just now, bet it won't last...

I rode around the Peak District yesterday, and was way under-dressed, so got absolutely freezing - soft Southern jessy that I am...
But no snow... yet!

I used 80/130 in my XJ900 many years ago. Made a hell of a difference
With the Square headlight fitted to the 91> GS's it's not an issue with the bulb not fitting. It's the actual headlight lens and reflector that are IMO sub standard. A bit like the modern 1200gs headlight. Probably designed by the same apprentice
Designed for looks not function. Fitting HiD will obviously improve things. But it'll still be a cap light, just brighter 
I stripped the front off Jills 92 100gs and initially fitted a round 7" from a 93 Triumph Thunderbird. With the same bulb taken from the square light I recon the beem throw was at least twice as good.Jill wanted the 5" light instead so I fitted a Cibby from a coach with an HiD. She's happy with that
