How do I remove mudguard bracket?

A simple question.....I have removed the rear mudguard which is held in place by two short bolts and one long bolt that passes through a black tube to which the rear mudguards is held in position. Afer taking out the long bolt, the black tube remains fixed. It doesn't appear to unscrew. How do I remove it?

It's held on by the rearmost brake caliper bolt......
