If you look on the Santander site they say its:

You normally have to give both, but what I meant was the XXX of their BIC is superfluousAh, I've been putting in the IBAN code which is what it asks for.

Unfortunately that doesn't get me any further, I still get the same error message, 'Please provide valid bank details'.
If you are going to Portugal then there are no toll booths to use a card. They use ANPR like the ULEZ. You either have one of these accounts or you have to faff about with a prepay pass or rock up to a payment terminal or Post Office. Or pay the fine after you get home.
