The issue of being advised to put washers in certain places to make a fit has been addressed before here......I seem to remember that last time, I scoffed at the notion because someone was having difficulty in doing this fix/bodge
My comment at the time was something along the lines of 'loosen it all off, line things up with the wiggle room you have just provided yourself and then tighten it all up again"
I might well have added that "It wasn't rocket science"
I would, however, like to go back on that post......Having to do such a total bodge, on a bike that costs roughly the average minimum wage in the UK, is utterly unacceptable IMO....if you were trying to fit Vernatech panniers or some other non prescribed hard luggage, then fine, you have to accept that you will need to make some decent engineering compromises.
Being expected to use washers as spacers, on a bike costing that much, with panniers specifically designed to fit it, well that's just a load of bollocks.
No wonder the prices on used 1150s are going up
