I am led to believe that there is case law setting a precedent, where a court has decided that passing a queuing stationary vehicle by crossing a solid line is an offence.
My personal opinion: you'll likely get away with it provided you do so safely and without conflicting with other road users & you know where you're going to re-merge with the queue without starting a dispute. Don't do it past any junctions or lay-by to your right or you're asking for trouble.
