Well, if all fuses and voltages are ok, the bike should fire up, thus, clearly, something is not right after all.
If there is no red light flashing as you try to turn on the bike, the system does not get power...
You have checked that the fuses are ok, but have you checked that there is power feeding the fuses? At least one of them is always 'hot', and this hot wire is feeding the startup sequence for the entire system. Thus, if no Voltage to any of the fuses stored right behind the fueltank/below the seat, then that is a good place to start the trouble-shooting.
