Edit:
just read you dont have to wear it while riding....
Effective October 1, the Directorate-General for Traffic (DGT) in Spain requires all motorcyclists to carry an approved high-visibility reflective vest on their bike. Riders are not legally required to wear it while actively riding, but they must put it on when stepping off the vehicle onto the roadway or shoulder during emergencies on interurban (country or rural) roads.
That poster is confusing as he's wearing one.

Well, they are incorrect about Hi Viz in France for starters so I'll ignore the rest of what they write and check it out myself.High-Visibility & Breakdown Rules

- While Riding: Wearing a hi-vis vest or reflective clothing is completely optional.
- Breakdowns: If you break down on the hard shoulder or an intercity road, Spanish law dictates that you are a pedestrian when off the bike. In these situations, you are legally required to wear a hi-vis vest to make yourself visible to passing traffic.
- Planning to cross into France? If your route takes you into France, you must legally carry and wear a hi-vis vest while riding

Rather be dead me, than sartorially challenged.Having had to assist with a motorcycle and pillion, who had crashed dramatically on a blind bend off a fast Luxembourg country road at dusk. I would have worn a pink tutu and fired flares from my bollocks, if it in any way increased my chances of not being hit.
Interestingly, or not…. Three friends, walking down the very dark public road from Arnage car park at Le Mans, were stopped by a French police motorcyclist. The fellow advised them to wear something reflective, as he didn’t see them until he was all but on top of them. It was all very polite and, undoubtedly he had their best interests at heart. The next day, they did wear the reflective vests from their cars.
It’s easy to be smart, lying in a hospital bed.
