is fuel consumption the same across the gears at the same revs, e.g does 4000 revs in 1st gear use as much fuel as 4000 in 5th?
 
No. Its a wind resistance V's speed thing. :D
 
resistance=vel^2
power=resistance*velocity

hence power=velocity^3

if (ideally) the consumption is directly proportional to power, then

consumption=velocity^3

but of course issues like torque play a part and also what gear you are in, but for the same gear the above should be a good approximation.
