I'm finding when I need the cold start lever, the mid setting doesn't make a difference, the top setting speeds the engine up ok, but I have to keep hold of that or it springs back.....can it be adjusted? I can't find anything in the Clymer or the Haynes!!
 
My 1150 was the same, if released it would spring back to the normal position… unsure if this is normal or if it should stay up. Never bothered me really as it didn’t require it for more than 10 seconds or so.

I think it's normal to spring back to the middle, but the middle setting should be a slightly faster idle.
 
Or do what I did. I wrapped one of the war offices black hair bobbins around the base of the mirror and then on Start up use it to hold the lever open. Beauty of this is you can close it gradually.
 
Adjuster located at the” lever”end of the cable…….under rubber sleeve.

Just a note that if you decide to strip the lever assembly down to clean it out (which can help), the middle position is controlled by a small ball-bearing on a spring mounted into the housing that drops into a small detent depression in the lever body : ..... a 100% original factory fit "Ping-fukit". Beware.
