Spray-on rubber

I have used a Estate agents For sale sign x2 its about 6mm thick and as light as nowt
cot holes where the nuts etc come through stuck it in we gaffer tape FREE

I bought some thin neoprene sheet offcuts (quite a lot cost very little from ebay) for this but I must admit I have never got round to doing it as I wasn't sure what glue to use...if you fancy having a go, pm me as I probably have some to spare.

Rubber drawer liner, the clear stuff from ikea. Dunno the best way to stick it to the sides, but loose in the bottom to stop stuff sliding about and going black is working.

Why not consider lining your panniers with black duct tape - nice Cost effective solution:D

Sounded like a good idea so gave it a go with silver duct tape and it has done a half decent job.

Thanks for the low tech, cheap, easy to do solution :thumb2

Go to the local Pound shop and buy cheap thin carpet door mats, and use double sided carpet tape to hold in place. Perfect, cheap and works a treat for me.

You can buy liquid latex type products - used for films and for nights out etc. for fancy dress. You put it as liquid and it hardens but remains supple enough to be put on skin - should be good to cover some metal bits and could easily be peeled off if you needed to get to them.
