Its an easy job to pull the starter off, and there are a couple of things in there that benefit from a clean and a dab of grease, spend half an hour doing that and you will know if you need a starter, as a bonus if you dont need a starter you will have one that is quieter and smoother
It's not resetting on every start, but often enough to render it inacurate.
