From my experience the white tape or paste residue on drain plug threads is normal from the factory. I just gave them a quick wipe (most of it remained) and reused the o-rings many times. The stuff was on the drain plugs of every Harley I had.

Usually serviced at dealers Clifton so presume they did it or it's never been cleaned.
Cleaned up and back in and torqued up so hopefully all good.

Just gearbox and transmission oil to check and service done. Plus I fitted a new battery.

If it does have an o ring, lubricate it (I'd use a tiny smear of red rubber grease, on the o ring not the thread) before tightening the sump plug so that it doesn't catch and bunch up between the sump and plug.

Fair enough - Just wondered if there is rationale for not using compression washer.

The compression ring (theoretically) needs annealing or throwing away,every time you remove the plug whereas the o-ring should be good for multiple uses, and in principle does not depend on you torquing the bolt up to achieve compression, only sufficient to prevent loosening.

IMO, it’s a better way of doing the job.

Since removing the ptf tape and putting on new o-ring and torquing up I've had no leaks.
