Patagonia certyainly takes some beating definatly the place to consider wind power!. Northern Chilie is also pretty good not too much to hit as it's all desert, no chance of getting wet either hasnt rained for a few hundred years!(good place for a twat suit!).

To add to the fun of driving in high winds try it off-road on loose gravel. For those with the time and money I reccomend Patagonia. Next, let us discuss how much does it take to blow a train off the rails
