It should turn through about 90 degrees on switch-on (i.e. going from fully open to fully closed, then returning to fully open).
Mine was seized last week, so I spent half an hour working it open/closed with mole grips to free it off. Did about 500 miles on a trip to/around Devon at the weekend, and on returning home it was seized again. I'm going for one more replacement before the two year warranty expires (in a little over a fortnight) but if it seizes again I'll simply disconnect the cables.
