If it's registered with Garmin, i.e. you have a my Garmin account and your Quest is listed, then you should qualify for an upgrade to City Navigator Europe 2008 which should only cost you about £45.
If it's not yet registered then you might even get it for free. Go to this page and click the 'Create a new account' link and complete the forms. I bought a used Quest a couple of years back with City Select v6 and did this getting a free upgrade to City Nav v8 (current mapping at the time). The previous owner had just used the preinstalled UK mapping and not unwrapped the disks or used the unlock code. You never know your luck.
If you bought the Quest off eBay or similar and it was previously registered then, without the previous owners consent to Garmin, you're up the creek without a paddle I'm afraid. Even if you bought a full retail version I think you'd still need to go through Garmin to unlock it to your GPS and without the unit being registered to you you'd have a problem.
If all else fails get a copy of Metroguide Europe and download MetroWizzz. Do a search on here to find out about those.
